The original story (as of February 1, 2019) follows:
After Apple disabled the Group Facetime feature earlier this week due to a nasty bug, we’re seeing reports from Apple users saying the App Store (or show Apple ID) isn’t working for them. Few say they can’t even log into the company’s app marketplace. Here are some reports:
@AppleSupport I can’t connect to my App Store. I logged in and out. My data is good. Is there something wrong with the server? How can this problem be solved?

The frequency of reports is currently low, so it does not appear that all Apple device users are affected. But it could also be that the problem is spreading slowly.
Anyway, we couldn’t find any official word from Apple on this, but we’ll surely update this story as we find other newsworthy information related to this matter. .

It seems that devices with specific iOS versions are facing this issue:
Tested 2 devices on 11.1.2 AppStore is down. Tested 8.3, 9.3.3, 10.2, 11.3, 12.1 and all good. So bizzare.

Did Apple do this to trick people into updating to iOS 12? Less likely, but there are reports:
oh and now the app store doesn’t work on my iphone? apparently this happens to alot of people on ios11 but i am NOT upgrading to 12 while this connection bug is still there so.
could this be fixed as soon as possible.

Some Apple Music and iTunes users are also reporting issues:

Telegram indicates an update problem at Apple
Telegram users have been reporting a weird issue for a few hours now. They say that even after updating to the latest app store version 5.3, the app is not updating.

What’s nice is that there’s official word on this, with the company saying it’s an issue on Apple’s side.
This seems to be an issue on Apple’s side. Getting the same here, the app store is giving you the wrong version for some reason. Will probably be fixed soon, there is probably some delay in the rollout.

Note that unlike the connectivity issue, this update-related issue does not appear to be specific to iOS 11.

Here’s a security researcher summarizing all of these lingering issues with the App Store:
It looks like Apple has an AppStore/iTunes outage (unable to download apps) for specific iOS versions 11.0 – 11.1.2 currently unreported in their System Status. Confirmed reports from 4 other people around the world.

Update 3
Telegram CEO Durov has confirmed the problems with Apple’s App Store. Here is what he said in his latest post about a new Telegram update:
It looks like iOS users have to wait a while to get the update as the App Store has been having issues since yesterday. I expect Apple to fix its issues in the next few hours as Cupertino wakes up

PNC bank app and systems not working
Many PNC bank customers are also taking to social media to report problems accessing banking services. Some say the app doesn’t work, while others say they can’t even access the bank’s phone systems.

5:37 p.m. (IST): We did not find any new reports on Twitter and Downdetector regarding the App Store issue.
Also, Apple’s official System Status page does not show any current issues. So it looks like the problem with the App Store is now fixed.
